| The EULABOR Project


Presentation

EULABOR (for European and Latin American Ethical Regulation Systems of Biomedical Research: Comparative Analysis of its Pertinence and Application for Human Subject Protection) is the first network in this field between Europe and Latin America.

EULABOR is focused on the evaluation of systems of ethical regulation in medical research that involve human beings its tissue, bearing in mind the relevancy and consequences inside the socio-economic and cultural context of Europe and Latin America. Its final aim is to propose new approaches to treat ethical matters derived from the medical research with the aim to propose training programs on ethics in researches that could be applied to the current problems.

This project is supported by the European Commission in FP6-2004-Science-and Society-9 and is coordinated by Dr Eugenia Lamas, Head of the International Ethics Office of the Inserm.

EULABOR is a project backed by European Commission within the VI framework programme, “Science and Society” and coordinated by French Institut National de la Santé et de la Recherche Médicale (Inserm).


The first documents listed under the title "Description of national systems of ethics regulation" (Milestone 3, coordinated by the Chilean team, March 2006) provide the description of systems of ethics regulations of biomedical research in each one of the seven countries involved in the project:


The second document composed, “Análisis global y comparativo” (Deliverable 2, headed by the Chilean team, July 2006), has been made out of the information provided by national documents mentioned above and completed by real data on the social and economic conditions of medical research. It is a pattern of analysis and its commentary.


During the meeting of the EULABOR group on April 2006 which took place in Santiago de Chile the document “Análisis global y comparativo” was drafted and also some common problems raised by ethics of current medical research were identified. In this way the document called “Identificación de los principales problemas comunes” (Deliverable 3 directed by the Spanish and French workgroups) was issued which is the result of reflections and discussions made by the researchers of the group EULABOR and of its previous work.


This document isssued by the WP. 5, called "Formulation of the strategy and action lines", is the result of the international cooperation between institutions from 7 countries grouped into the first European-Latino-American Network in Biomedical Research Ethics within the framework of the EULABOR project (Latin American and European Ethical Regulation Systems of Biomedical Research: Comparative Analysis of their Pertinence and Application for Human Subjects Protection). The present document is a proposal of strategies and action lines allowing to tackle with the main ethical problems raised by the biomedical research in the context of globalization.


This document issued by the Wp. 5, called "Proposal for training programmes in biomedical research ethics", includes a proposal of training programmes in ethics of the biomedical research devised for the countries of the survey. To carry it out, the researchers have focused on the comparative report of the national reports, issued at the Santiago meeting in April 2007, and on the conclusions of the workshops that have taken place during this event. A first definition of the contents and goals has resulted in two groups: the ethics committee and civil society. This contents have been revised and supplemented in order tho draw up the final proposal, presented in this document.
